इस सूत्र में कहा गया है कि प्रत्यक्ष की जो परिभाषा दी गई है, वह अपूर्ण कथन के कारण तर्कसंगत रूप से सिद्ध नहीं होती। अर्थात्, जब प्रत्यक्ष का लक्षण पूर्ण रूप से नहीं बताया जाता, तब उसकी तर्कसंगत स्थापना नहीं हो पाती।
