इस सूत्र में कहा गया है कि निषेध (खंडन) और अप्रामाण्य (अप्रमाणता) दोनों ही अनैकान्तिकता (अर्थात् एक निश्चित निष्कर्ष का अभाव या अनिश्चितता) के कारण उत्पन्न होते हैं। जब कोई तर्क या प्रमाण एक निश्चित निष्कर्ष तक नहीं पहुँचता, तब उसका निषेध और उसकी प्रमाणता दोनों ही अस्थिर हो जाते हैं।
