इस सूत्र में कहा गया है कि प्राप्ति (किसी वस्तु की उपलब्धि) अनियम (नियम के अभाव) के कारण निश्चित नहीं होती। अर्थात्, जब किसी नियम का अभाव होता है, तब प्राप्ति की कोई निश्चितता नहीं रहती और वह अनिश्चित हो जाती है। यहाँ न्यायशास्त्र में यह स्पष्ट किया गया है कि किसी वस्तु की प्राप्ति के लिए नियम का होना आवश्यक है, अन्यथा अनियम के कारण प्राप्ति में अनिश्चितता उत्पन्न होती है।

This sūtra states that attainment (the obtaining of something) is not certain in the absence of restriction (rule). That is, when there is no fixed rule, the attainment becomes uncertain. In the context of Nyāya philosophy, it is clarified that the presence of a rule is necessary for certain attainment; otherwise, due to the absence of restriction, uncertainty arises regarding attainment.
