इस सूत्र में कहा गया है कि राग आदि मानसिक भावनाएँ केवल संकल्प या इच्छा के कारण उत्पन्न नहीं होतीं। अर्थात्, इनका कारण केवल संकल्प नहीं माना जाता; इस मत का निषेध किया गया है।

This sūtra states that passions such as attachment and similar mental states do not arise merely due to intention or volition. In other words, the view that their cause is solely intention is negated here.
