इस सूत्र का तात्पर्य है कि जहाँ प्रवृत्ति (क्रिया या प्रवर्तन) का अभाव होता है, वहाँ अन्यत्र (दूसरे स्थान या विषय में) कोई प्रवृत्ति नहीं हो सकती। अर्थात्, किसी विशेष कारण के अभाव में अन्यत्र प्रवृत्ति संभव नहीं है। यह न्यायशास्त्र के संदर्भ में कार्य-कारण संबंध की अनिवार्यता को स्पष्ट करता है।

The meaning of this sūtra is that where there is an absence of activity or engagement, there cannot be engagement elsewhere. In other words, without a specific cause, activity in another locus is not possible. This clarifies the necessity of causal connection for activity, as emphasized in Nyāya philosophy.
