इस सूत्र में कहा गया है कि 'शब्द' अर्थात् प्रमाणरूप वचन वही है, जो आप्त पुरुष द्वारा कहा गया हो। अर्थात्, विश्वसनीय और निष्पक्ष व्यक्ति द्वारा जो कथन किया जाता है, वही प्रमाण रूप में स्वीकार्य है। यहाँ 'शब्द' की परिभाषा दी गई है कि वह आप्त के उपदेश से निर्मित होता है।

This sūtra states that 'śabda' (verbal testimony as a means of knowledge) is the statement or instruction given by a trustworthy person (āpta). That is, only the utterance of a reliable and impartial person is accepted as authoritative testimony. Here, the definition of 'śabda' is given as being constituted by the instruction of an āpta.
