Translation/Explanation
English: The ekaḥ, the vaśī, the sarvabhūtāntarātmā, who manifests his one rūpa in manifold forms—to those dhīraḥ who directly perceive him as ātmastha within themselves, eternal sukham belongs; not to the others.
Commentary
This mantra declares the non-dual, all-controlling sarvabhūtāntarātmā, who, though one, appears as many by manifesting his single rūpa in various forms. The wise (dhīraḥ) who realize this ātmastha Self within themselves, through direct perception and discernment, attain śāśvata sukham—eternal bliss. This bliss is not available to others (itareṣām) whose awareness is turned outward and who remain ignorant of their true Self. The mantra emphasizes the Vedāntic teaching that true and lasting happiness is the result of Self-realization, not of external pursuits.
