Translation/Explanation

English: This akṣara (imperishable syllable, i.e., Om) is verily Brahman; this akṣara is indeed the param (supreme). Whoever realizes this akṣara attains whatever he desires. Here, 'akṣara' refers to the imperishable principle (Om), and by knowing it, the seeker attains Brahman (the ultimate reality). Through this knowledge, all desires are fulfilled, as the seeker becomes established in the nature of Brahman.

Commentary

Therefore, the akṣara, indeed, is Brahman (manifested). This akṣara, indeed, is also the param (supreme) Brahman. For, this akṣara is the substitute for both of them. Whoever worships this akṣara as Brahman obtains what he wants, i.e., the manifested or the unmanifested Brahman. If it be unmanifested, it should be known; if it be manifested, it should be reached.
