Translation/Explanation

जो व्यक्ति विवेक (विज्ञान) से युक्त है, जिसका मन सदा नियंत्रण में है और जो सदा शुद्ध रहता है, वह उस परम लक्ष्य को प्राप्त करता है, जहाँ से फिर जन्म नहीं होता।
English
He, who is endowed with vijñāna (discriminative knowledge), whose manas (mind) is always controlled, and who remains ever pure (śuciḥ), attains that ultimate padam (goal) from which he is not born again.
Commentary
But the second, i.e., the lord of the chariot who has a discriminating intellect as his driver, i.e., the knowing man, having his manas under control and being, therefore, always śuciḥ, reaches that padam from which, never falling, he is not born again in saṃsāra.
