इस सूत्र में कहा गया है कि जब शब्द और अर्थ का संबंध निश्चित और व्यवस्थित होता है, तब किसी निषेध या विरोध की संभावना नहीं रहती। अर्थात्, शब्द का अर्थ स्थिर और निश्चित होने के कारण, उसके अर्थ को नकारा नहीं जा सकता।

This sūtra states that when the relation between word and meaning is fixed and established, there is no scope for prohibition or negation. In other words, because the meaning of a word is definite and settled, its meaning cannot be denied.
