इस सूत्र में कहा गया है कि प्रवृत्ति, अर्थात् किसी कार्य का आरंभ या सक्रियता, वाणी, बुद्धि, शरीर और जल (अम्भः) में उत्पन्न होती है। अर्थात्, इन चारों के माध्यम से ही क्रिया या प्रवाह संभव होता है। न्यायशास्त्र के अनुसार, ये चारों प्रवृत्ति के मुख्य क्षेत्र हैं, जिनमें सक्रियता प्रकट होती है।
